Unable Log in Administrator/HR Role

I am unable to login as an administrator.

AFTER RESET AND CHANGE PASSWORD ALSO CANNOT

Make sure your email address is correct.
Ask your Admin to check if you are still assigned as HR Role. If you email address is unreachable, the system will remove your HR Role automatically.

I strongly suggest that you check with your Boss first, are you really the ADMIN? or just HR Role? Admin is the account owner. HR Role is just an employee assigned to manage the account on behalf.
