I want the head of each department to be able to assign leave requests on behalf of their teams and not be able to assign leave requests to other departments. For example if a user from hospitality department does not come to work, the head of that department to assign leave requests on behalf of their employees and only restrict them to their department. If I give them HR role they can do this for any department which is not what I want.
