This employee is optional for each leave request (depending on the choice of the employee applying for the leave) and is not predetermined.
You can add to"Notify Additional Recipients" option in Leave Approval Workflow.

Sorry, I don’t understand your use case.
Can you explain why you have this kind of use case?
Please allow flexibility for employees to select who approves the leave/request, as well as who to include in CC.
This is due to the overlapping nature of departments within the company, where an employee may work in multiple departments simultaneously and have more than one manager.
Additionally, the employee may wish to include a specific person in CC, which may vary depending on the employee and the type of request.

However, such complexity is not currently requested by other users yet. I will KIV for now.

Kindly consider implementing this feature whereby an employee that is supposed to step in to do the work for another employee going on leave can be in CC

Hi,
You can already CC to additional recepients in the Leave Approval Workflow. Have you checked the workflow setup?
Let me explain further,
When an employee is applying for leave, he needs to select another employee in the application that will do his work when he is away. The employee that is being selected is supposed to get a mail so that he can be aware that he is stepping-in for the employee that is going on leave
