Can the Admin or HR role solely complete leave days for the employee?

I have a situation whereby most of my staff members are able to check in and out but require me to log into their profiles to do leave applications for them. Is there way I can capture and approve leave days myself for my staff as an admin user.

Yes, you don’t have to login their account, just sign in Employer account, then go to Leave->Management to add the leave applications for your staff.
